Sinéad Brophy MD
Inter Agency Strategy Expert Lead
Sinéad established Sinead Brophy Consulting Ltd in 1999 to provide a personalised high quality consultancy service to public bodies through a network of handpicked associate consultants with a wide range of expertise. She has been working in the public sector in UK for 20 years across the fields of Health and Local Authority services as an independent consultant, senior manager and social worker. She has also worked with Central Government to write the policy and operational guidance for the Supporting People Programme and with the Audit Commission/SSI Joint Review programme. Among her consultancy interests is an expertise in developing and improving positive working relationships across agency and professional boundaries. Her additional training and accreditation as a commercial mediator enhances her effectiveness in this area of work.
Kathryn Hollinrake
Research and Review Expert Lead
Kathryn specialises in services to children, young people and their families. She has worked with UK Local Authorities for over 20 years, much of this time in senior operational positions before becoming freelance. Her work ranges from devising and overseeing service improvement plans to developing new Children's Services Strategic frameworks for integrated Children's Services and emerging Child Care Trusts to meet legislative requirements as monitored through new Joint Area Reviews, CPA and Commission for Health Care Inspection.
Peter Scurfield
Audit and Service Modelling Expert Lead
Peter has over 35 years' experience in the care of children and adults. He has particular skills in reviewing the delivery of health and social care services, their financial and performance management and the involvement of service users and carers in them.
He led a number of Audit Commission studies and wrote or co-wrote a number of national reports, updates and audit guides including Forget Me Not, Forget Me Not 2002, Support for Carers of Older People and the Mental Health Services for Older People audit guide. He also carried out audits of a range of children's and adults' hospital, community health and social care services. Peter is a preferred consultant for the Department of Health and an accredited peer/associate of the local government peer clearing house of the Improvement and Development Agency. He was also a member of the Advisory Group to Age Concern's recent UK Inquiry into Mental Health and Well-Being in Later Life.

Louisa Weinstein
Commissioning, Contracting and Procurement Expert Lead
Louisa Weinstein is a qualified solicitor and consultant with experience in the Public and Private sectors. Her consulting practice focuses on planning, strategy, evaluation, review and performance management. Louisa has specialised in working with LEAs on the development of integrated planning and performance management frameworks as well as self evaluation and preparation for inspection. She has also contributed to the conception and development of online self evaluation tools and solutions and works with clients to maximise their use and management of information. Louisa works with emphasis on client involvement and on the integration and development of teams and cross-interest groups. She is trained and accredited as a community mediator.
